Gulf Coast Coast Guard units prepare for Hurricane Ida

NEW ORLEANS — Coast Guard units from Louisiana to Florida are preparing to ensure search and rescue, environmental response, and recovery of the ports and waterways missions are met as Hurricane Ida approaches. Personnel, aircraft and vessels needed to conduct day-to-day operations as well as to respond to Ida have been moved out of the strike zone to ensure continuity of service and to ensure that personnel and equipment are ready to be brought back into affected areas quickly.

Coast Guard Aids to Navigation Teams Venice and Dulac, La., have been evacuated in preparation for the storm, as well as Coast Guard Station Grand Isle, La. No evacuations of Coast Guard units have been ordered in the Mobile, Ala., region at this time.

Coast Guard Captains of the Port for New Orleans and Mobile, Ala., have set Port Conditions Whiskey and X-Ray for their respective areas of responsibility. Port ConditionWhiskey is a heightened condition of readiness and is established when gale force winds are expected in 72 hours, while Condition X-Ray represents a hurricane “watch” condition of readiness and is established when gale force winds are predicted within 48 hours. These conditions are established to provide the maritime community time to make preparations in order to minimize damage from heavy weather. Additional port conditions include Yankee, when gale force winds are predicted to arrive within 24 hours; and Zulu at 12 hours. Captains of the Port may accelerate of delay setting these conditions as appropriate.

In New Orleans, the Port of Plaquemines and the Port of St. Bernard are under Port Condition Whiskey. Port Condition Whiskey requirements are outlined in the Sector New Orleans Maritime Hurricane Contigency Port Plan and can be found at http://homeport.uscg.mil/nola.

In Mobile, Ala., all waterways from mile marker 40 to 432 of the Gulf Intracoastal Waterway to include the ports of Gulfport, Miss.; Pascagoula, Miss.; Mobile, Ala.; Pensacola, Fla.; and Panama City, Fla. are under Port Condition X-Ray and must take appropriate actions in preperation of Ida. More information and specific guidelines can be found at http://homeport.uscg.mil/mobile.

The Coast Guard has also outlined a plan with other federal, state and local government agencies and industry partners for post storm waterways surveys to expedite the safe re-opening of critical waterways, if necessary.

The Coast Guard reminds the public to keep a close watch on the storm as it approaches, pay attention to safety announcements from the government, and to listen to any evacuation notices that are given. In an effort to ensure mariners of different nationalities are properly notified of impending severe weather, Coast Guard units have been broadcasting weather notices in three languages: English, Spanish and Vietnamese.

The maritime community and boating public are strongly urged to track the storm’s progress and take early action to protect themselves and their vessels. Extremely high seas, heavy rains and damaging winds that accompany tropical storms and hurricanes present serious dangers to mariners.

Rescue and assistance by the Coast Guard and other agencies may be limited or unavailable immediately before, during and after a devastating storm.

Dangerous weather conditions generated by a tropical storm can cover an area hundreds of miles wide. Even those recreational boaters and the maritime industry that fall outside of the direct path of the storm are advised to be aware of dangerous weather conditions and take appropriate precaustions to stay safe and minimize damage.

Here are a few tips to help mariners protect themselves, their families and their vessels:

Do not go out to sea in a recreational boat if you know a tropical storm is approaching.

Contact local marinas to ask for advice about securing your vessel. Marina operators are knowledgeable and can advise you on the best methods for securing your boat.

Take action now. The effects of a tropical storm can be felt well in advance of the storm itself and can prevent the safe completion of preparations.

Check with local authorities before entering any storm-damaged area. Do not rush to your boat. Boaters whould not place themselves in danger to get to a boat.

Do not try to reach your boat if it has been forced into the water and is surrounded by debris. Wait until authorities have made safe access available. Do not try to board a partially sunken boat; seek salvage assistance from a professional.

Storms move quickly and are unpredictable. You can always replace a boat; you cannot replace a life.

Bobby Jindal and the governors of Texas, Mississippi and Alabama this week sent a letter to the U.S. Secretary of Commerce expressing concern regarding the federal government’s move toward a program that could end up restricting recreational fishermen’s access to fisheries. The letter concerns the government’s rapid move to implement “catch share” programs as a management tool for certain fisheries. This is an important issue that further down the road could necessitate asking CCA members to contact certain public officials. Please read the following CCA news release that will fill you in on the “catch share” issue.

In a letter to U.S. Secretary of Commerce Gary Locke, the governors of four Gulf States have outlined their concerns over the potential negative impacts of catch share programs on their states’ economies and how such programs could restrict citizens’ access to fisheries resources that should be shared by all. Texas Gov. Rick Perry, Louisiana Gov. Bobby Jindal, Mississippi Gov. Haley Barbour and Alabama Gov. Bob Riley all signed on to the effort coordinated by Coastal Conservation Association (CCA) and the Center for Coastal Conservation (Center) to find a better system to balance the needs of the public.

“We have already seen the negative impacts from the Gulf red snapper catch share system and are concerned about negative impacts from the pending program for Gulf grouper,” the governors’ letter stated. “Creating an exclusive harvesting right for a small group of commercial fishermen inherently marginalizes other users who do not have the same access privileges. In purely commercial fisheries this effect can have both economic and management benefits. But when applied in mixed-use fisheries, recreational anglers are forced to focus their efforts in limited state waters or not participate in the fishery at all. Neither of these outcomes is desirable.”

Center for Coastal Conservation President Jeff Angers said, “This show of unity by the Gulf governors in federal fisheries management highlights growing concern that catch share programs that award fixed percentages of various fisheries to commercial fishers are a threat to the future of recreational angling and to the $24 billion it generates annually for the economies of the five Gulf States.”

“Recreational fishing is an important activity in all of our states, and one that we would like to see continue to grow as a healthy activity for the public. However, we are concerned that NOAA policies could frustrate our ability to do that,” the governors’ letter to Locke said.

CCA has filed a lawsuit in federal district court challenging the adoption and implementation of Amendment 29 to the Gulf of Mexico Reef Fish Management Plan that gives away a majority shareof Gulf grouper to the commercial fishing industry through a catch share program. The Obama Administration has made implementation of catch share programs in federal fisheries a priority, and both CCA and the Center have been working at the state and federal level to oppose their use in fisheries that have a large and growing recreational component.

“Catch shares are a huge concern for recreational anglers, and the governors of the Gulf States obviously share those concerns,” said Patrick Murray, CCA executive vice president. “We are extremely grateful to these elected officials for taking such an extraordinary step to raise the visibility of this issue and protect their citizens’ access to public marine resources.”

Recreational fishing generates a $125 billion annual economy in the United States and supports jobs in every state according to government figures. Through the Sport Fish Restoration program, anglers have provided more than $5 billion through excise taxes on fishing tackle to fishery conservation and education for decades.

In addition to the economic aspects, anglers lead the nation in volunteer conservation efforts on behalf of improving fish habitat, water quality and related environmental areas. “There was no mention of the fishery conservation efforts which anglers have led for over 50 years in every state – an environmental success story that has no equal in the world”, said Phil Morlock, Director, Environmental Affairs for Shimano. “The Task Force did not make any distinction between the dramatic differences between harmful commercial fishing harvest methods and recreational fishing, even though we spelled it out for them in detail,” added Morlock.

The original White House memo and not surprisingly the Task Force report contains multiple references to developing a national policy where Great Lakes and coastal regions are managed, “consistent with international law, including customary international law as reflected in the 1982 United Nations Convention on the Law of the Sea” - a 300-page treaty the U.S. has never ratified.

The report makes it clear that future authority for implementing the policy for coastal and inland waters will fall under White House jurisdiction with a new National Ocean Council comprised of over 20 federal agencies at Cabinet Secretary or Deputy Secretary level.
Shimano is joining with other members of the recreational fishing industry to urge anglers to contact their members of Congress and the administration to request this process be required to adopt the economic, conservation and social contributions of recreational fishing as key elements of the policy.
